This measure aims to enhance citizen well-being and ensure social stability by swiftly and efficiently resolving disputes without hindering housing development projects. The law aims to develop an alternative dispute resolution system for building contracts, safeguarding the interests of all parties. It provides a swift and efficient mechanism for resolving disputes before resorting to litigation, promoting the continuity of contractual relationships through amicable and consensual solutions. This approach also offers alternative solutions to traditional litigation in the construction sector for citizen housing, ensuring projects continue uninterrupted and homes are completed and delivered on schedule. The law establishes a specialised branch within Dubai Courts' Centre for Amicable Settlement of Disputes, to handle disputes relating to the execution of citizen home building contracts. This branch will offer mediation within 20 days, extendable for another 20 days with mutual consent. Expert mediators will facilitate the process. If mediation fails, a committee comprising a judge and two specialists will adjudicate within 30 days, also extendable for a similar period if necessary by a decision of the head of the committee. Parties can appeal committee decisions to the Court of First Instance within 30 days. The law takes effect on 1 January 2026.

Providing a swift and more efficient mechanism for resolving disputes, to streamline dispute resolution in citizen housing projects. Ensure that construction progress remains uninterrupted, even during contractual disagreements. Considering and adjudicating disputes: To implement the new law, the Centre for Amicable Settlement of Disputes will form a specialised branch to manage disputes specifically related to citizen housing construction contracts. Under the new system disputes will first undergo mediation, to be concluded within 20 days, with a possible extension of another 20 days if both parties agree. If mediation fails, the case will be referred to a dedicated committee comprising one judge and two industry specialists. This committee must issue a decision within 30 days, extendable once by the same period. Parties have the right to appeal the committee's ruling to the Court of First Instance within 30 days of the decision.

'We were heard': Father thanks Dubai Ruler for Dh7 million that saved child's life
In a calm and quite infusion room inside Dubai's Al Jalila Children's Hospital, two-and-a-half-year-old Yaqeen Ibrahim Kanaker giggles as her father gently plays with her. Around her, doctors and nurses move quietly, preparing the equipments required for the treatment. The atmosphere is calm, full of anticipation and hope. At 9.05am, doctors along with the nurses walked in carrying a small, sealed red box that contains the life-saving gene therapy medicine and could change Yaqeen's future forever. Looking at it, Yaqeen's mother stood frozen as she saw the medicine being brought in. Her eyes followed every movement. And then, she smiled, the kind of smile that only a mother who's lived through months of fear and sleepless nights could give. Her eyes rose up, but she didn't cry. Instead, she took a deep breath of relief, of hope, and of gratitude. 'Today, my daughter gets a second chance at life,' she said softly, almost as if trying to convince herself that this wasn't just another dream. A few weeks ago, this moment felt impossibly far. The family, Syrian nationals residing in the UAE, had launched an emotional plea on social media to save their daughter who was diagnosed with spinal muscular atrophy (SMA), a rare, serious, and life-threatening genetic disorder and the treatment costs Dh7 million. But then came a miracle — Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai, responded to their plea. His office reached out directly to the family and informed them that he would cover the full cost of the gene therapy, giving Yaqeen the lifeline she urgently needed. 'I still can't believe it,' said Ibrahim Kaneker, Yaqeen's father. 'When I got the call, I broke down. I didn't know what to say. I never imagined our cry for help would reach Sheikh Mohammed himself. May God bless him and give him abundantly, he saved our daughter's life.' 'She just stopped moving her legs' Yaqeen was six months old when her parents noticed something wasn't right. 'She had just started rolling over,' said her mother. 'But then, she stopped. She wasn't kicking her legs anymore. She was quiet. We thought maybe she was tired. But then the days went by... and nothing changed.' After multiple visits to the doctors and several rounds of testing, the family was given the heartbreaking diagnosis of spinal muscular atrophy, Type 2. It is a genetic condition that affects motor neurons in the spinal cord and brainstem, gradually weakening the muscles that control movement, breathing, and swallowing. 'We were shattered,' said Ibrahim. 'She was so small… how could she already have something so serious? As a father, you want to protect your child. But how do you protect her from something inside her own body?' Arrival of treatment Dr Haitham El Bashir, neuro-rehabilitation specialist and head of the gene therapy programme at Al Jalila Children's Hospital, oversaw Yaqeen's treatment. 'She has been diagnosed with SMA, and her symptoms began at around six months,' he said. 'We saw her a few weeks ago, ran all the necessary tests and screening, and confirmed she is eligible for gene therapy.' The therapy, which costs millions, is a one-time infusion that works by replacing the faulty gene responsible for SMA. 'Today is a big day for her,' said Dr El Bashir. 'The infusion will take about an hour, and then she will stay with us for 24 hours for observation. After that, she will visit us weekly for the next three months so we can monitor her progress. I am very optimistic. She is already showing signs of strength, and with this therapy, she'll have a real chance.' Yaqeen's mother did not speak much. She didn't need to and her expressions said it all. 'This moment, I will remember forever. When I saw the medicine being brought in… I can't describe the feeling. It was like the weight of the world was lifted from my chest. My daughter's smile tells me everything will be okay.' A nation that cares As the family shared their story, there was one emotion that was repeated again and again: gratitude. Gratitude to the UAE, to the hospital staff, to strangers who shared their posts and prayed for them. And most of all, to Sheikh Mohammed. 'He didn't know us. But he helped us like we were his own,' said Ibrahim. My daughter has a chance because we are here, because we were heard.'

The launch coincided with the unveiling of the federal government's new strategic planning cycle, 'Towards Achieving We the UAE 2031', by His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai. The announcement reflects the government's commitment to integrating efforts and enhancing coordination to achieve the nation's future goals. 'Achieving the ambitions of the UAE Centennial 2071 requires a financial system that is agile and future-focused, a system that can respond to global shifts and direct government spending toward high-impact opportunities,' His Highness said. 'To that end, the MoF is investing in smart tools and advanced analytical models that ensure financial efficiency, optimise impact, and enable data-driven decision-making aligned with the nation's developmental, economic, and social goals. Our vision is to transform the federal budget into a future-ready instrument that drives sustainable growth and elevates the quality of government services to new heights,' he added. Ambitious national priorities The newly launched budget cycle follows four consecutive strategic cycles during which the total federal budget reached approximately AED900 billion, aligned with ambitious national priorities. Over this period, the Ministry laid strong foundations for sound financial governance by enhancing legislative and regulatory frameworks, expanding international partnerships, and developing advanced digital financial systems. It also maintained stable public debt levels, which stood at just AED62.1 billion as of June 2025, and increased federal government assets to around AED464.4 billion by the end of 2024, underscoring the UAE's solid financial position. The new budget cycle focuses on sectors that directly impact the lives of citizens and residents, including education, healthcare, social welfare, and core government services. It reflects a renewed vision to empower federal entities to deliver high-quality, efficient, and flexible services. Investing in these vital areas is key to stimulating sustainable national development and achieving the long-term objectives of the UAE Centennial 2071. The new cycle also aligns with evolving societal aspirations by allocating resources for maximum developmental, social, and economic impact, supported by digital tools and artificial intelligence to improve planning accuracy, execution speed, and service quality. Improving institutional efficiency Meanwhile, His Excellency Mohamed bin Hadi Al Hussaini, Minister of State for Financial Affairs, emphasised that the 2027–2029 budget cycle builds on a solid foundation of fiscal accomplishments and reflects a forward-looking vision focused on empowering government entities and aligning strategy with performance indicators. His Excellency noted that the cycle integrates artificial intelligence as a key enabler of sustainable development and aims to transform the federal budget from a traditional financial tool into a flexible, strategic instrument that enhances operational efficiency, improves government performance, and supports the objectives of the UAE Centennial 2071. Al Hussaini added: 'The Ministry's transformation over recent years extends beyond legislative and digital reforms to include a complete redesign of the budgeting experience. The number of budget preparation steps was reduced from 50 to just 10, and procurement cycles were shortened from 60 days to under six minutes, a leap forward in institutional efficiency and performance acceleration. Today, the Ministry of Finance is no longer merely a supervisory authority but a key enabler, driving the readiness of federal entities and empowering them to fulfil their mandates effectively and innovatively within an integrated digital framework that prioritises customer satisfaction and service quality.'
